Chief Executive Officer, RF Catalytic Capital’s Mission 300 Accelerator

Andrew M. Herscowitz is the CEO of RF Catalytic Capital’s Mission 300 Accelerator, a charitable offshoot of The Rockefeller Foundation. The Accelerator supports the World Bank Group and the African Development Bank’s Mission 300 effort to bring electricity access to 300 million Africans by 2030.

Herscowitz served for 22 years as a U.S. diplomat, leaving government service as a Career Minister in the Senior Foreign Service. From 2020 to 2023, he was the first Chief Development Officer at the U.S. International Development Finance Corporation (DFC), overseeing implementation of a $75 billion development strategy and reporting directly to DFC’s Board, chaired by the U.S. Secretary of State.

Previously, he led the U.S. Government’s Power Africa program (2013–2020), building it into the world’s largest development partnership, mobilizing 160 public and private partners and securing $56 billion in commitments to expand electricity access in sub-Saharan Africa. He also served as USAID Mission Director in Ecuador and Deputy Mission Director in Peru, and earlier as Regional Legal Adviser for South America and the Caribbean. Early in his career, he served as counsel to USAID’s Office of Development Credit and helped leverage billions of dollars in private-sector capital through its Development Credit Authority loan guarantee program. He also contributed to the original framework of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

A graduate of Georgetown University’s School of Foreign Service and Law Center, Herscowitz has received numerous honors, including the Service to America “Sammie” Award. He has also received two Lifetime Achievement Awards from the African power, water, and utility industry.
