
Jeff Haeni
Senior Evaluation Officer – Energy & Infrastructure, The World Bank
Jeffrey Haeni is a Senior Evaluation Officer at the World Bank, leading thematic and project level evaluations of the World Bank’s energy, extractives, and infrastructure portfolio. He previously served as the Acting Deputy Assistant Administrator in the Bureau for Resilience, Environment, and Food Security (REFS) in the U.S. Agency for International Development, where he managed the Energy and Infrastructure, Natural Environment and Global Climate Change Centers. Jeff also served as the Director for the Office of Energy, Infrastructure, and Cities which provided technical leadership and support to the Agency’s several billion-dollar annual infrastructure and energy portfolio. He has 20 years of experience working on energy and environment sector development in more than 18 countries, and previously served as Chief of USAID’s Energy Division where he supported the design, implementation, and evaluation of global energy projects.
Since 2021, Jeff has served as an adjunct professor at the University of Maryland Federal and Global Fellows program, teaching a course on Science, Technology, and Diplomacy. Jeff recently served as a visiting policy fellow at the Energy for Growth Hub. Before joining USAID, Jeff was an energy specialist on the Economic Policy Staff in the Bureau for African Affairs in the U.S. Department of State and served as an energy advisor in the U.S. House of Representatives. He has a Ph.D. in Materials Science and Engineering from the Pennsylvania State University and a bachelor’s degree in Physics from Colgate University.
